The commission should endeavour to achieve an equitable distribution of seats to population between the constituencies.
The most efficient way of doing so is the transfer of the counties of Laois and Offaly from the South constituency to the Midlands–North-West constituency, with an increase in the seats in latter constituency from 4 to 5.
Both counties were part of the Midlands–North-West constituency prior to the 2019 election.
