An Coimisiún Toghcháin Annual Report 2025 Published
June 29 2026 – An Coimisiún Toghcháin has laid its 2025 Annual Report before the Houses of the Oireachtas, marking another year of growth in strengthening Ireland’s democratic institutions. This report highlights the progress we have made, but it also reminds us that our work is never complete. As Ireland’s independent electoral commission, we will continue to build public trust, encourage participation, and ensure that our electoral system remains open, resilient and worthy of the confidence of all who depend on it.
The Annual Report 2025 includes:
- the Presidential Election information and voter registration campaign across public events – including voter registration drives at The Ploughing and Electric Picnic, media advertising, digital media, street canvases, and stakeholder engagement;
- the publication of the first Oversight Report on Ireland’s Electoral Registers;
- the General Election 2024 National Election and Democracy Study results;
- the publication of two Post Electoral Event Reviews – General Election 2024 PEER Report and the Seanad Election 2025 PEER Report;
- the development of an Education and Public Engagement Strategy;
- the launch of new EU regulation on Transparency and Targeting of Political Advertising;
- the launch of a new ‘Find My Constituency’ mapping tool on electoralcommission.ie;
- an overview of the work of An Coimisiún, specifically within the Electoral Operations and Education unit, the Electoral Integrity and Research unit, and the Communications unit.
The Chief Executive of An Coimisiún Toghcháin, Mr Art O’Leary stated:

Throughout 2025, An Coimisiún Toghcháin worked to bring democracy closer to people through research, public events, school and college visits, voter registration initiatives, and engagement with communities across Ireland.

An Coimisiún Toghcháin is a statutory, independent body, established on 9 February 2023 with responsibility for a broad range of electoral functions set out in the Electoral Reform Act 2022.
An Coimisiún is central to Ireland’s electoral system, carrying out a range of existing and new electoral functions, including:
- overseeing the modernised Electoral Register, making recommendations and setting standards in relation to its maintenance and updating;
- promoting public awareness of, and working to increase public participation in the State’s electoral and democratic processes through education and information programmes;
- responsibility for the registration of political parties;
